The problem: DPP 4 generates an Error during the install and doesn't complete to the extent that it will uninstall. My Windows 10 64bit Installation updated a week or so ago to the Fall Addition and I wonder if this is why my problem seems to get no mentions. I have just downloaded my first copy of Digital Photo Professional 4.7 and really really wish I hadn't.
